Education, Training and Experience -- minimum required to proficiently perform the job Education / higher education : Bachelor's Degree or higher For required college degrees, applicable field(s) of study : Public Administration, Business, or related field. Minimum number of years of directly related experience : Five to seven years of progressively responsible experience as a professional city manager, assistant city manager, or executive equivalent. Education and/or experience preferences : Master's Degree in same areas Certifications, Licenses and Registrations Driver's License requirement : Infrequent Driver -- Regular Driver's License --Required Endorsements: none Note -- For any driver, driving record must always meet City driving and insurability standards. Required certifications, licenses or registrations : none Preferred certifications, licenses or registrations : none Knowledge, Skills and Abilities required to proficiently perform the job Knowledge : --Principles and practices of community and economic development, budgeting, strategic planning, public relations, public infrastructure, law enforcement, public safety, land use, parks and recreation, negotiating, human resources, and project management. State of New Mexico, City of Rio Rancho, and Federal laws, ordinances, regulations and policies of various government agencies. Plan and coordinate complex programs in conjunction with local community and government organizations. Establish and maintain effective working relationships with individuals, businesses and other internal and external agencies. Communicate effective orally and in writing. Work independently and exercise considerable independent judgment in resolving issues of significant importance to the City, including assisting in negotiating agreements and/or contracts effectively and within critical time constraints. Gather relevant data, analyze complex information, and recommend appropriate action based on findings.-- Skills : --Strong budget/finance skills. Good understanding of economic development and environmental needs. Must have strong leadership skills and excellent written and verbal communication skills. Extensive personal computer skills including the use of Word, Excel, PowerPoint and other related software programs Abilities : Ability to negotiate with private sector business, public agencies and with representatives of various citizen group. Interaction with Groups/Agencies/Entities: Internal: Works with the City Council, Mayor, Deputy City Manager, Department Directors and other managers. Maintains harmonious, courteous, and understanding relationships, while fostering a collaborative teamwork environment. Interacts with members of county, state government, Federal agencies, businesses, educational institutions, non-profit organizations, and other community stakeholder groups. Presents a friendly, courteous image for the City to the public, customers, and public officials. Authorities and Accountabilities Level of independent decision making : High--incumbent is expected to analyze complex situations and take appropriate action Budgetary/Financial/Asset accountability : High - Position is directly accountable to the Governing Body and the Citizens of Rio Rancho. Can sign contracts and obligate the City. Span of control : Responsibility for the entire City workforce Position provides management of all city departments. For positions that supervise :

  • Approximate number of employees directly supervised: 16
  • Approximate number of employees indirectly supervised through subordinate managers/supervisors (excludes direct reports): All City employees. Essential Functions The following functions are typical for this position. The omission of specific functions does not exclude them if the work is similar, related or a logical assignment for this position. Other duties may be required and assigned.
    • Responsible for coordinating the administration of the City's government in accordance with the City Charter, policies, procedures, ordinances and guidelines. Provides management direction for department directors and other supervisory staff. Oversees the City's long-range planning, economic development and infrastructure requirements. Maintains effective work relationships with the City Council and Mayor, staff, residents and intergovernmental agencies. Effectively facilitates personnel issues.
    • Responsible for the overall budget. Provides policy and procedural guidance and administrative support for the budget process. Recommends allocations for funding projects as well as grant allocations. Makes budget/fiscal recommendations to the Governing Body.
    • Serves as needed for emergency response and recovery.
