Job Description:
ATA Services Inc. is seeking to hire a Housing Grant Manager for
a temporary assignment in Santa Fe, NM. The position is NOT
remote.
- Pay Rate: $33.65 per hour with weekly pay
- Start Date: ASAP
- Assignment End Date: 6/30/25, with possible extension
- Schedule: Monday - Friday; 8-5pm
- Location: Santa Fe, NMPosition Overview:The Housing Grant
Manager will oversee and manage the administration of housing
grants awarded to organizations, municipalities, tribal nations,
and regional entities within the DFA/Local Government Division.
This role combines the responsibilities of grant program management
and compliance monitoring, ensuring grantees follow funding
guidelines, adhere to project milestones, and use grant funds
appropriately throughout the lifecycle of housing development
projects. The Housing Grant Manager will work closely with
grantees, assess performance, track progress against established
housing goals, and collaborate with key stakeholders to advance New
Mexico's housing initiatives, as outlined by the state
legislation.Key Responsibilities:Grant Award Management
- Review and approve housing grant applications in accordance
with established criteria, ensuring alignment with state housing
goals.
- Negotiate grant agreements, ensuring clear terms and
expectations for funding, project timelines, and performance
metrics.
- Process grant payments according to the approved schedules,
ensuring the correct and timely disbursement of funds.
- Provide guidance to grantees on the completion and submission
of required documentation, including financial reports and progress
updates.
- Compliance Monitoring
- Regularly review and assess grantee reports to ensure adherence
to state grant guidelines and funding regulations.
- Identify potential compliance issues and work proactively to
address them, providing technical assistance when necessary.
- Conduct site visits to monitor project activities, verify the
use of funds, and ensure proper implementation of housing
initiatives.
- Ensure that grantees maintain financial accountability and
compliance with local, state, and federal housing
regulations.Performance Evaluation
- Track grantee progress against established housing goals,
project milestones, and budget allocations.
- Analyze performance metrics and data from reports to assess the
effectiveness and impact of funded housing projects.
- Provide regular feedback to grantees, offering technical
assistance to improve project outcomes and ensure that objectives
are met.
- Review and evaluate the overall impact of housing programs,
ensuring that the state's housing production goals are being
met.
- Communication and Relationship Building
- Maintain regular communication with grantee organizations,
providing updates on reporting requirements and addressing concerns
as they arise.
- Foster positive relationships with grantee organizations to
encourage transparency, collaboration, and efficient
problem-solving.
- Serve as the primary point of contact for grantees, offering
support throughout the grant lifecycle and ensuring their needs are
met.Reporting and Documentation
- Prepare and submit comprehensive grant reports to funders and
stakeholders, detailing financial statements, program progress, and
impact metrics.
- Maintain accurate and up-to-date records for all grants,
ensuring compliance with reporting requirements and audit
standards.
- Ensure that housing data, project progress, and financial
documentation are regularly updated and submitted to the
appropriate state agencies, including the Legislative Finance
Committee.
- Technical Assistance and Capacity Building
- Provide technical assistance to grantees, local governments,
and other stakeholders on housing regulations, zoning issues, and
development strategies.
- Support local and regional capacity-building efforts to improve
housing regulations and foster housing development.
- Assist in creating and aligning new housing programs that meet
the needs of low-income households and those experiencing
homelessness.
- Policy and Legislative Support
- Assist in analyzing state housing policies and legislation
related to housing development, homelessness, and fair
housing.
- Work closely with the Local Government Director, CDB Bureau
Chief and other state agencies to ensure housing goals are met
through effective policy implementation and investments.
- Monitor housing program data to ensure that policies and
programs are achieving the desired outcomes.
- Homelessness Services and Prevention
- Support efforts to integrate homelessness services with broader
housing initiatives, ensuring the alignment of state and local
programs.
- Coordinate with local governments and non-profits to develop
and expand homelessness prevention services, ensuring that
vulnerable populations receive necessary support.Required
Qualifications:
- Bachelor's degree in Urban Planning, Public Administration,
Housing Development, or a related field.
- Minimum of 3 years of experience in grant management,
affordable housing programs, or related fields.
- Strong understanding of housing policy, grant management
principles, and compliance regulations.
- Experience in reviewing and processing grant applications and
managing payments.
- Familiarity with financial oversight, including reviewing
financial reports and budgets.
- Excellent organizational, analytical, and communication
skills.
- Knowledge of federal and state housing programs, including
those related to low-income housing and homelessness.
- Ability to provide technical assistance and evaluate project
performance.
- Proficiency with grant management software and project
management tools.Preferred Qualifications:
- Master's degree in a related field.
- Experience in affordable housing financing mechanisms such as
tax credits and bonds.
- Familiarity with state and local housing regulations, zoning,
