DIVISION MANAGER - FLEET MCCity of Rio Rancho NM - Rio Rancho, NM 87124. Position Title: Division Manager, Fleet MC. Department: Public Works. Division: Fleet. Reports To: Public Works Director. FLSA Status: Exempt. Bargaining Unit: None. Pay Grade: 30A. Job Status: Perm/Full Time. Full Time Equiv./1.0. Position Summary. The Division Manager, Fleet is responsible for managing and overseeing operations of the Fleet Division which includes planning, coordinating and reviewing day-to-day functions and activities of all division personnel. technicians including the Maintenance Coordinator to ensure that City vehicles and equipment are maintained in a safe manner consistent with accepted standards, rules, and regulations.. Under administrative direction of the Director of Public Works, the Division Manager, Fleet is also responsible for the effective supervision and administration of the vehicle and equipment repair shop including authorized purchases and financial transactions, employee relations, prioritizing and assigning work, automotive equipment/fleet maintenance, fuel purchases, equipment procurement, vehicle safety, vehicle/equipment disposal, develops and implements short and long-term goals and objectives for the Division, manages assigned staff and service contracts, coordinates assigned activities with other Departments and outside agencies, and provides highly responsible and complex administrative support as assigned. The Division Manager, Fleet prepares the Division's budget, completes performance evaluations, ensures harmonious employee relations, and prioritizes and assigns work and other related activities.. Education, Training and Experience - minimum required to proficiently perform the job. Education / higher education:Bachelor's Degree. For required college degrees, applicable field(s) of study: business, transportation management, public administration, or related discipline.. Minimum number of years of directly related experience: Five (5) years' experience in fleet management or other related work experience with at least two years in a supervisory position. In lieu of a degree, incumbent must possess nine (9) years of related experience.. Education and/or experience preferences: Some college coursework, Secondary Trade or Manufactured Courses or Fleet Management training.. Certifications, Licenses and Registrations. Driver's License requirement: Frequent Driver - Regular Driver's License Required Endorsements: none. Note - For any driver, driving record must always meet City driving and insurability standards.. Required certifications, licenses or registrations:None.. Preferred certifications, licenses or registrations: ASE certification, Manufacturer Certifications or secondary equivalent. Knowledge, Skills and Abilities required to proficiently perform the job. Knowledge: Principles and practices of budget preparation and administration. Principles and practices of selection, supervision, training and performance evaluation of assigned staff. Direct and coordinate work of assigned staff. Knowledge of establishing equipment cost, record keeping practices; inventory maintenance and tracking; billing fuel and other charges against a wide range of cost centers; Plan, organize, manage and evaluate the work of staff and/or contractors. Understand occupational hazards (OSHA) and standard safety procedures. Development and administration of goals, objectives, and procedures. Develop, manage and implement comprehensive fleet maintenance program. Experience with operation and service provision for a comprehensive fleet maintenance program. Methods and techniques of maintenance for fleet. Methods, practices, materials, tools and equipment common to fleet maintenance programs. Applicable federal, state and local laws, codes and regulations including those related to fleet maintenance and safety standards (OSHA, EPA, NMED, etc.). Office procedures, methods, and equipment including computers and applicable software applications such as Word, Excel, PowerPoint, and Microsoft Project. Ensure City fleet is maintained according to established practices and procedures. Estimate and review proposed and completed project costs. Communicate clearly and concisely, both orally and in writing. Establish and maintain effective working relationships with those contacted during work. Analyze problems, identify solutions, propose actions and implement recommendations. Preparation and administration of contracts, bidding, and purchasing processes; Fleet maintenance software and computer systems; Automotive leasing programs. Compliance with OSHA, EPA, New Mexico Environmental Department and State requirements for fleet facilities and proper disposal of hazardous waste. Diagnosing problems and malfunctions, repair and maintenance in all types of City vehicles including but not limited to, passenger vehicles, light duty trucks, medium duty trucks, fire suppression equipment, road maintenance machinery, motorcycles, ambulances and assorted equipment.. Skills: Must be able to type rapidly and accurately enough to successfully produce documents/spreadsheets, communicate via e- mail, or perform data entry as necessary to accomplish the essential functions of the position. Effectively use technology, equipment, and software typically used in the office environment; computer program skills. Prepare and manage budgets and expenditures. Prepare and write reports and other documents. Analyze intricate data and conduct complex calculations. Communicate orally and in writing with staff, city officials, vendors, and other members of the public.. Abilities: Make very high-level decisions that impact a broad range of staff and budgets. Establish new programs, coordinate them on an interdepartmental basis. Perform a broad range of supervisory responsibilities. Properly interpret applicable laws and ordinances. Maintain a safe working environment in accordance with OSHA and EPA rules and regulations. Prepare clear concise reports and correspondence, maintain accurate records.. Interaction with Groups/Agencies/Entities: Internal: Works with own staff, all city departments, financial officers, and Public Works Director. External: Works with State and other Cities with regards to equipment contracts, vendors, and city councilors; Interfaces with other city fleet managers. Also, works with vendors and contractors to insure fleet vehicles are maintained and resolves complaints and establishes contracts.. Authorities and Accountabilities. Establishes goals and objectives and develops policies and procedures for the Division. Establishes guidelines and procedures for all departments regarding City vehicle maintenance. Develops guidelines and procedures for procurement, utilization, repair, replacement and management of the City's automotive, construction, off-road and other fleet equipment; annual and midyear budgeting guidance for vehicle upkeep, repair, and replacement.. Manages the City's fleet program including acquisition, utilization, repair, replacement, and disposal of vehicles and equipment. Develops and maintains the Fleet replacement program, including monitoring depreciation and rental rates of vehicles. Determines specifications for basic vehicles and criteria for replacement of vehicles. Write bid specifications for equipment and service contracts; evaluate bids and vendor performance. Prepares surplus vehicles for disposal at public auction or salvage.. Analyze and manage operating costs associated with existing and proposed equipment, functions, maintenance methods, and procedures to assure cost effectiveness. Write comprehensive reports on costs and status of fleet. Prepare and administer the Division's budget; participate in the forecast of additional funds needed for staffing, equipment, materials, and supplies.. Analyze patterns and trends, using computer records and data from vehicle history and performance.. Write, revise, and manage contracts for service, materials, equipment, etc., used by Fleet; respond to grant proposals.. Manage the City vehicle fuel program. Orders and tracks deliveries of fuel. Monitor consumption reports for vehicle performance and irregularities of usage. Forward fuel consumption reports to the Fiscal Services Department for billing to individual departments.. Ensure performance of safety practices and procedures. Keep informed of and implements OSHA and other laws governing fleet operations. Work with state and federal agencies to ensure compliance with hazardous waste collection and disposal requirements, rules and regulations. Monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; recommends within departmental policy, appropriate service and staffing levels.. Participate in the development and administration of approved annual budgets; monitors and approves expenditures; implements budget.. Negotiate and assist with the preparation of contracts with consultants and contractors.. Serve as the Fleet Maintenance Division liaison with other departments, and outside agencies; works closely with department managers to negotiate and resolve operational and sensitive or controversial issues.. Conduct quality control and safety inspections of fleet operations; ensures the adherence to safe work procedures.. Conduct a variety of studies and investigations; recommends modifications to fleet maintenance programs, policies, and procedures as appropriate. Conducts studies, reviews, and provides recommendations to the City's leadership on alternative fueling methods for the City's fleet. Train, motivate, and evaluate assigned personnel; provides or coordinates staff training; works with employees to correct deficiencies.. Plan, direct, coordinate, and review work plans for assigned staff; assigns work activities and projects; reviews and evaluates work methods and procedures; meets with staff to identify and resolve problems.. Performs master level vehicle and heavy equipment technician work as required. Operates a forklift as necessary (ensure all subordinates are qualified and trained).. Maintains harmony among subordinates and resolves conflicts and grievances.. Directs subordinates in performing their duties and provides training on the correct operation of equipment to ensure compliance with OSHA, EPA, New Mexico Environmental Department and State requirements for fleet facilities and proper disposal of hazardous waste.. Administers daily repair schedule and priorities, set-up maintenance and preventive maintenance schedules and procedures and oversee expenditures.. Establishes work specifications for fleet maintenance contracts and bids.. Manages vehicle insurance claims and follow ups.. Serves as the afterhours contact for any fuel pump emergencies.. Oversees quality assurance inspections of all servicing and repair work before vehicles are released to customers.. Establishes a preventative maintenance schedule for City vehicles.. Diagnoses problems and malfunctions, repair and maintenance in all types of City vehicles including but not limited to, passenger vehicles, light duty trucks, medium duty trucks, fire suppression equipment, road maintenance machinery, motorcycles, ambulances and assorted equipment.. Reviews and authorizes all work sublet to vendor. (must maintain any and all work by fleet technicians if qualified). Reviews and authorizes all repairs for outside vendors to ensure work performed is consistent with state pricing for parts and labor.. Reviews requests for emergency and unscheduled work and makes arrangements for prompt service.. Physical Requirements and Working Conditions.
