Position Summary
The Heavy Equipment Operator is responsible for operating heavy
equipment used in construction and maintenance projects and
performing routine preventive maintenance on assigned heavy
equipment.
This position requires a Commercial Drivers License and falls under
the Department of Transportation, Federal Motor Carrier Safety
Administration Rules and Regulations.
This is a Safety Sensitive position subject to random drug/alcohol
testing.
Education, Training and Experience minimum required to proficiently
perform the job
Education / higher education: High School Graduate or
equivalent
Minimum number of years of directly related experience: Two years
of experience operating medium or heavy equipment.
Education and/or experience preferences: None
Certifications, Licenses and Registrations
Drivers License requirement: Commercial Driver's License Required
Endorsements: Class B with Tanker endorsement

Knowledge, Skills and Abilities required to proficiently perform
the job
Knowledge: Federal, state and local laws, regulations, rules and
ordinances, and City and departmental policies and procedures
related to area of operation including occupational hazards and
safety precautions. Techniques, practices and principles of proper
use of tools and equipment related to area of operation.
Blueprints, plans, schematics and other construction-related
documents.
Skills: The safe operation of vehicles, equipment and tools and
work in potentially hazardous areas, around moving equipment and in
a variety of work areas.
Abilities: Read cut and fill stakes and interpret documents such as
safety rules, operating and maintenance instructions, engineering
blueprints, and procedure manuals. Understand and follow oral or
written instructions, quickly and accurately. Utilize intermediate
arithmetic abilities, including linear, square, and cubic
measurements. Establish and maintain effective working
relationships with vendors, contractors, city officials, employees,
department heads, other departments and the public. Perform
repetitive, short-cycle work and attain precise standards. Exercise
sound judgment, decisiveness and creativity in situations involving
a variety of generally pre-defined duties, which are often
characterized by frequent change.
Interaction with Groups/Agencies/Entities: Internal: Works with
maintenance workers and craft workers to construct and repair city
buildings, streets, and open space. External: Cooperates with
utility contractors and vendors at the job site. .
Authorities and Accountabilities
Level of independent decision making: Moderate--incumbent is
expected to analyze situations that are not covered by established
procedures or instructions and suggest to supervisor a recommended
course of action
Budgetary/Financial/Asset accountability: None -- Position has no
accountability for, or authority to make, budgetary or financial
decisions.
Span of control: Responsibility for own work (no supervision or
leadership expectations)
Essential Functions
The following functions are typical for this position. The omission
of specific functions does not exclude them if the work is similar,
related or a logical assignment for this position. Other duties may
be required and assigned.
* Operate heavy equipment in construction and maintenance projects
including, but not limited to, graders, sweepers, loaders,
backhoes, and trenchers on construction and maintenance
projects.
* Coordinate interactions to attach, set up, start, stop, position,
guide and manipulate intricate powered mechanical, electrical,
hydraulic or pneumatic apparatus to dig, push, pile or load
materials.
* Monitor instruments and precisely adjust such factors as speed,
flow, temperature and pressure when feeding, bearing-off, hoisting
and transporting solids or fluids.
* Inspect work site prior to, during and following activities.
* Identify, recommend and undertake work according to priorities
and established schedules.
* Follows verbal and written instructions and engineering
blueprints on maintenance and construction projects at the work
site; reads cut and fill stakes on assigned projects.
* Follows established safety procedures, utilizes safety equipment,
and monitors work environment to ensure safety of employees and
other individuals. Involves, but is not limited to:
* Monitors traffic conditions surrounding vehicles/equipment to
identify obstructions, pedestrians, or unsafe traffic
conditions.
* Performs driving functions safely and efficiently in various
weather conditions.
* Places safety cones, markers, or signs to alert
employees/citizens of work areas or other potential hazards.
* Reports any incidents, accidents, problems, or unusual situations
to immediate supervisor in accordance with City policies and
procedures.
* Perform routine preventive maintenance as prescribed on assigned
heavy equipment. Involves, but is not limited to:
* Inspect, clean, grease and fuel equipment.
* Identify and perform basic equipment preventative maintenance
servicing and minor repair work to maintain operating condition and
meet safety requirements.
Physical Requirements and Working Conditions
Daily activity level: Blend of sedentary and physical work
Physical characteristics: Job requires oral and aural
communication; job requires reading and comprehension of written
materials; job requires normal vision; must be able to distinguish
colors; must be able to see in dim light; exposure to high noise
levels; grasping with hand, gripping; work activities produce
impact on hand, wrist, forearm, elbow from vibration; use of
roadwork or landscaping tools; operation of gas-powered machines or
equipment; climbing ladders; bending/kneeling/crawling;
lifting/carrying/push/pull up to 20 lbs.
Exposures: Exposure to hazardous chemicals or toxic substances;
exposure to excessive amounts of dust, flying particles, toxic
vapors, noxious fumes or mists; exposure to vibrations from
equipment or operations; working outside in inclement weather
conditions.
Extraordinary working conditions: When City experiences heavy
rainfall, snow or icy conditions, employees must report to work to
clear the roads and repair culvert and drainage ditches, often
requiring working long hours with minimal breaks for days at a
time.
